Bangladesh Headteacher Accused of Forcing Weak Students to Take TCs

A serious controversy has emerged at Jatanpukuri Government Primary School located in Panchagarh Sadar Upazila, Panchagarh, Bangladesh, where the institution's headteacher, Manjuara Begum, is facing severe allegations from local guardians. According to the verified details of the case, guardians formally submitted a written complaint to the District Primary Education Officer, accusing the headteacher of systematically forcing academically weak students to take transfer certificates, commonly known as TCs, rather than fulfilling her educational duty of teaching them.

The plight of the affected families has brought significant attention to the school's administrative practices. A guardian named Saiful Islam shared his distressing experience, stating that he is a poor man whose son has a slightly lower intellectual capacity and struggles to read well in class. According to Saiful Islam, the headteacher made it clear that she would not keep the boy in the school. Despite making many requests and pleading for understanding, he received no sympathy, and he noted that even as he continues sending his son to the school, the headteacher has threatened to withhold tiffin and cancel the boy's stipend.

Another guardian, Ashadul Islam, echoed similar grievances regarding the treatment of his child at the institution. Ashadul Islam explained that his son is weak in his studies, and under the pretext that this supposedly ruins the school's reputation, the child was forced out of the institution. Left with no other viable options or alternatives, Ashadul Islam had to admit his son, a student named Mahmudullah Riyad, to the distant Shekhpara Dangabari Government Primary School.

In response to these allegations, headteacher Manjuara Begum provided her perspective on the administrative actions taken at the school. Manjuara Begum stated that the students in question did not pass their examinations, which is why they were not given promotions to the next grade. She claimed that the guardians subsequently came to the school and requested transfer certificates if the children were not going to be passed, prompting her to issue the TCs. Furthermore, she asserted that no one can prove that she ever threatened any of the families involved.

Education officials and other educators have weighed in on the standards expected within the primary school system. The headteacher of Shekhpara Dangabari Government Primary School emphasized that primary education is mandatory for everyone, noting that while some students may perform better than others, the fundamental responsibility of educators is to teach those who struggle. Reinforcing this perspective, Mominul Islam noted that transfer certificates are fundamentally issued when students engage in disciplinary infractions, clarifying explicitly that academic weakness does not fall under justifiable grounds for issuing a TC.

To address the escalating situation, formal oversight has been initiated by the regional educational administration. Upazila Assistant Primary Education Officer Jotishmoy Roy confirmed the ongoing administrative process, stating that the District Primary Education Officer has assigned him the responsibility of conducting a formal inquiry into the matter, and the investigation process remains actively underway.
