Bangladesh Government Distributes Portfolios for Foreign State Ministers

The government of Bangladesh has officially distributed portfolios between two state ministers at the Ministry of Foreign Affairs based in Dhaka. The formal allocation of duties was enacted and made public through an official circular issued directly by the foreign ministry on Sunday, August 23, 2026.

Under the newly established work distribution, Humayun Kabir has been designated as the State Minister for Foreign Affairs-1, while Shama Obaid Islam has been assigned the role of State Minister for Foreign Affairs-2 within the government framework.

As State Minister-1, Humayun Kabir will oversee a broad portfolio of critical responsibilities. His designated duties include managing bilateral and multilateral affairs, addressing matters concerning non-resident Bangladeshis, and handling any other specific issues determined directly by the Minister of Foreign Affairs.

Meanwhile, Shama Obaid Islam, operating in her capacity as State Minister-2, has been entrusted with a diverse array of specialized thematic portfolios. Her assigned areas of responsibility cover the parliamentary standing committee related to the Ministry of Foreign Affairs, human rights, research and innovation, environment and climate change, and the creative economy.

Additionally, State Minister Shama Obaid Islam's extensive mandate encompasses issues related to Least Developed Country (LDC) graduation, Information and Communication Technology (ICT), the law of the sea and marine resources, global health diplomacy, as well as cultural and sports diplomacy.
