Bangladesh Education Ministry Plans Central Public University Admission Calendar

The Ministry of Education in Dhaka, Bangladesh, is actively taking initiatives to introduce a central admission calendar for public universities. This strategic move aims to significantly reduce student suffering, eliminate the burden of multiple applications, and alleviate travel hassles for candidates across the country. In support of these broader educational reforms, a high-level meeting regarding a five-year strategic plan for higher education was recently held at the University Grants Commission (UGC). The important gathering was attended by key figures including Education Minister Dr. A N M Ehsanul Haque Milan and UGC Chairman Prof. Dr. Mamun Ahmed, alongside other distinguished academics such as Prof. Dr. Royes Uddin and Prof. Syed Akhteruzzaman.

Despite previous efforts to unify the system, the landscape of university admissions remains divided. Major and older public institutions—specifically Dhaka University, Rajshahi University, Chittagong University, Jahangirnagar University, and Bangladesh University of Engineering and Technology (BUET)—still maintain their autonomy by holding their own individual admission tests under their specific foundational laws. This traditional approach ensures institutional independence but has historically contributed to a complex testing environment for aspiring undergraduates.

Meanwhile, the General Science and Technology (GST) cluster admission system has faced substantial fragmentation. For the 2024-25 academic year, several prominent institutions opted out of the joint framework. These universities include Jagannath University, Hajee Mohammad Danesh Science and Technology University, Shahjalal University of Science and Technology, Comilla University, and Khulna University, choosing instead to navigate their admissions outside the cluster arrangement.

Discussing the implications of such centralized systems, academic experts have raised concerns regarding institutional identity and academic quality. Addressing the shortcomings of previous joint frameworks, Prof. Dr. Royes Uddin stated, "Being in the cluster has damaged the uniqueness of universities and caused problems in getting students of the desired quality." This perspective highlights the ongoing debate within the academic community regarding how best to balance institutional uniqueness with administrative efficiency for applicants.

In tandem with the higher education reforms, the government is also targeting pre-university admissions. Changes are currently being planned for the Class XI admission processes, which are overseen by educational authorities including the Inter-Education Board Coordination Committee and the Dhaka Education Board. Under the proposed modifications, students will benefit from a streamlined procedure that takes online applications in a single step instead of the previous three-step method.
