Tk 2,000 crore pre-finance loan for expatriate rehabilitation: Finance Minister

Finance Minister Amir Khosru Mahmud Chowdhury has informed the national parliament that a substantial pre-financing loan amounting to two thousand crore taka has been allocated through the Probashi Kallyan Bank. This financial measure is specifically designed to support the rehabilitation of expatriates returning to Bangladesh and to create opportunities for them to engage in productive economic sectors within the country.
The announcement regarding this significant financial allocation was officially made on the floor of the national parliament in Dhaka on the sixth of September, 2026. According to the available records from the proceedings, the information was formally presented by the Finance Minister while addressing a parliamentary query posed by esteemed Member of Parliament Mohammad Abdul Malik.
The comprehensive financial scheme involves multiple state-level institutions, prominently featuring the Probashi Kallyan Bank alongside Bangladesh Bank and the national parliament itself. The structured loan program comes with specific financial terms, notably featuring a ten-year repayment tenure, a four percent bank rate, and a maximum applicable interest rate capped at eight percent for borrowers.
Implementation of this major rehabilitation and investment initiative has been planned in distinct operational phases to ensure structured disbursement and monitoring. Official figures associated with the rollout indicate that the first phase targets forty-two thousand seven hundred and sixty-two individuals, while the subsequent second phase is set to accommodate forty-two thousand three hundred and three individuals.
The entire parliamentary disclosure emphasizes the government's ongoing administrative focus on utilizing institutional banking channels to integrate returning overseas workers back into the domestic economy. By routing the two thousand crore taka through the specialized Probashi Kallyan Bank, the authorities aim to provide returning citizens with the necessary capital to establish sustainable livelihoods and contribute to national production.
