Announced on September 9, 2026, the executive order signed by Governor Maura Healey requires these large-scale technology facilities to either provide their own clean power solutions or contribute financially into a designated ratepayer protection fund.

Alongside the clean power mandate for facilities exceeding the 25 megawatts threshold, the state administration in Massachusetts has taken further regulatory steps. Specifically, officials announced that applications for a data center sales tax exemption have been officially paused, reflecting a tightening regulatory environment for the rapidly expanding digital infrastructure sector within the state.
