BSEC Holds Consultation Meeting on Draft Direct Listing Rules 2026
Bangladesh Securities and Exchange Commission has hosted a stakeholder meeting to discuss the draft Direct Listing of Securities by Stock Exchange Rules, 2026. BSEC Chairman Masood Khan presided over the session held in Agargaon, Dhaka.

The Bangladesh Securities and Exchange Commission has convened a crucial stakeholder consultation meeting to deliberate on the newly drafted Bangladesh Securities and Exchange Commission (Direct Listing of Securities by Stock Exchange) Rules, 2026. The high-level gathering took place at the official BSEC office located in Agargaon, Dhaka, bringing together key market participants and regulatory authorities.
Masood Khan, the Chairman of the BSEC, took the chair to preside over the formal proceedings of the meeting. In his official capacity, Mr. Khan addressed the gathered assembly of stakeholders, outlining the primary regulatory objectives behind the formulation of the proposed 2026 rules and detailing how the framework is expected to reshape the country's broader financial sector.
During the deliberations, the BSEC Chairman addressed the persistent supply-side constraints currently facing the national financial sector. Highlighting the structural composition of the market, Mr. Khan explicitly noted that the total number of financially sound and fundamentally strong companies actively operating within the domestic capital market remains visibly insufficient to meet overall investor demand.
To systematically address this ongoing shortfall, the BSEC leadership emphasized the strategic necessity of bringing prominent corporate entities into the fold. Mr. Khan stated that if flag-bearing and flagship companies can be effectively integrated and incorporated into the market through the direct listing mechanism, it will substantially expand both the depth and the overall operational scope of the capital market.
Furthermore, the regulatory chief elaborated on the underlying motivation driving the commission's recent policy formulation. He affirmed that the overarching initiative to introduce the direct listing framework has been specifically designed and undertaken with the clear intent of significantly increasing the participation of well-reputed corporations possessing robust fundamental financial strengths within the nation's capital market.
The consultative session featured active participation and representation from several critical institutions and market infrastructure organizations within the financial ecosystem. Key stakeholders in attendance included delegates from the Dhaka Stock Exchange, the Chittagong Stock Exchange, the Bangladesh Association of Publicly Listed Companies, and the Bangladesh Merchant Bankers Association.
