Pakistan government begins discussions on forming new provinces

The government of Pakistan has officially begun preliminary discussions concerning the formation of new provinces and potential modifications to the country's existing administrative structure, according to reports published by the newspaper Dawn on August 15. Although the deliberations are currently underway, a top government official has explicitly stated that the discussions regarding the creation of new provinces are still in their very early stages.

Amid these administrative deliberations, Interior Minister Mohsin Naqvi used a high-profile platform to address the nation's political landscape. Speaking at the Pakistan Economic Summit 2026, Mohsin Naqvi made a direct and urgent appeal to all political parties across the country, urging them to come forward and actively participate in resolving crucial national issues, which prominently includes the formation of new provinces.

The initiative to alter administrative boundaries and establish new provincial entities has drawn significant attention from legal and professional organizations within the country. Notably, the Supreme Court Bar Association (SCBA) has formally stepped forward to express its backing for the government's proposal, lending institutional support to the idea of creating new provinces.

However, the Pakistan Bar Council (PBC) has issued a careful stipulation regarding how such a major structural change should be handled. The Pakistan Bar Council emphasized that any concrete steps taken toward the formation of new provinces must strictly adhere to the established constitution, follow the proper parliamentary procedure, and be built upon a foundation of genuine national consensus.

Adding historical context to the ongoing administrative debate, the top government official reflected on past governance models within the nation. The official pointed out that if the local government system introduced during the tenure of former president Pervez Musharraf had been allowed to function continuously and consistently, it would have successfully fostered a large and capable team of experienced and skilled councillors dedicated to solving local problems.
