The initial communication to the FIFA official was sent by Jamie Raskin, a Democratic member and the ranking minority member of the United States House Judiciary Committee. According to the timeline of the inquiry, Raskin dispatched this official letter to Infantino on the twenty-sixth day of July.

Within the contents of the July letter, the congressional committee explicitly demanded that the FIFA leadership provide answers and requested documentation by a strict deadline. The committee set the final date for compliance as the ninth day of August, giving the international sports official a defined window to address their concerns.

However, as the stipulated deadline of August ninth came and went, the records show that Gianni Infantino failed to meet the requirements set by the United States lawmakers. He did not issue any formal reply to the committee, nor did he forward the requested paperwork to the congressional investigators.
