Bangladesh Bank Launches 2m Taka Blended Finance Scheme for Young Entrepreneurs
Bangladesh Bank has introduced a new blended finance program offering up to 20 lakh takas in collateral-free funding for young entrepreneurs. The initiative combines bank loans and matching grants to foster enterprise development at the upazila level.

Bangladesh Bank has officially issued a comprehensive policy titled 'Initiative: Upazila-Based Young Entrepreneur Search, Identification, and Financing Program' to support emerging business leaders across the country. Announced on 13 September 2026, the landmark program is specifically designed to expand financial inclusion and stimulate economic growth at the grassroots level by targeting aspiring business founders in rural and semi-urban regions.
Under the newly established framework, selected young entrepreneurs will be eligible to receive a maximum financing amount of up to 20 lakh takas without any requirement for collateral. The financial structure of this blended package is evenly divided, consisting of a maximum bank loan of 10 lakh takas alongside an additional 10 lakh takas provided as a matching grant or direct donation, significantly lowering the financial barriers to entry for participants.
To qualify for this lucrative funding opportunity, applicants must meet specific demographic and residency criteria established by the central bank. Specifically, the applicant's age must not exceed 28 years on the final date of application submission, and they must hold verified Bangladeshi citizenship while operating as a permanent resident of the respective upazila where they apply.
The central bank has also instituted strict exclusion guidelines to maintain the integrity of the program and ensure support reaches new participants. Individuals who are classified as loan defaulters, those who have previously received standard bank loans, and current employees of government or autonomous institutions are strictly barred from availing themselves of this financial facility.
To ensure operational efficiency and swift capital deployment, the policy mandates that designated entrepreneurs must have their loan applications approved within 17 working days of selection. Furthermore, the program incorporates stringent accountability measures, dictating that if a recipient fails to repay the loan or misuses the allocated funds, the matching grant portion will also be converted into an interest-bearing loan.
