Bangladesh Bank Introduces Uniform KPI Framework for Commercial Bank MDs

Bangladesh Bank has introduced a uniform Key Performance Indicator framework to evaluate the performance of commercial bank managing directors. The 100-mark evaluation system covers five distinct areas and will directly determine appointments, renewals, and remuneration.

Bangladesh Bank has introduced a uniform framework to evaluate the performance of managing directors across commercial banks operating in the country. The central bank issued this directive to establish standardized benchmarks for assessing the professional output and administrative efficiency of bank managing directors.

Under this newly established directive, the evaluation of each managing director will be conducted based on a total of 100 marks utilizing five specific perspectives. The central bank has structured the distribution of these marks to cover critical operational and governance areas within the banking sector comprehensively.

The evaluation framework allocates 25 marks toward capital adequacy, emergency liquidity, and the overall capacity to mitigate risks. An additional 25 marks are dedicated to assessing performance in reducing non-performing loans, recovering written-off loans, and managing the concentration of credit among the top twenty borrowers.

Furthermore, 25 marks are designated for evaluating compliance with central bank inspections, adherence to anti-money laundering policies, maintenance of information and communication technology security, and the robustness of internal control systems. Another 15 marks focus on contributions to financial inclusion, specifically measuring progress in CMSME financing, agricultural loans, green finance, the expansion of digital services, fraud prevention, and the rate of customer complaint resolution.

The remaining 10 marks are evaluated based on achieved profits and efficiency in operational expenditure management. The central bank mandates that managing directors must achieve a minimum of 50 percent of the target in each specified indicator, failing which they will receive a score of zero for that metric.

The comprehensive results of this 100-mark KPI evaluation will serve as the definitive basis for future decisions regarding the appointment, reappointment, and tenure extension of bank managing directors. Additionally, the outcomes of this structured assessment will directly determine their salary, allowances, and performance-based financial incentives.
